You mentioned he has an ING account already, but they offer the ability to set up different accounts and given them individual names, so he already has the facility to set up "pots". They do mess around with interest rates, but sometimes they offer good bonus rates over your current balance, so worth keeping the account open with a small amount in it if he does set up another account.
