Can I get my friends a paypal account?

Got a few friends/family who want me to sell some things for them via my ebay account quite high value so don't want to run them through my own paypal/ bank account - for various reasons.
Problem is they've only got pants bank accounts Nationwide etc (they're on benefits so that's all they can get) i.e no debit cards (just hole in the wall cards).
Wondering if it's still possible for them to get a Paypal account and get it verified (so the £500 coverage appears on the listing) - they don't need to be able to spend via Paypal just recieve.
From what I know of the Paypal verification process I think they're gonna be excluded from yet another area of modern society.
Someone tell me I'm wrong ;+)

In order to get verified you're going to need some kind of debit/credit card facility. I've got the most basic bank account you can get with Natwest (Step-Account) and they still issued me with a Solo debit card. I know many people don't rate Solo that highly but I've never had a problem.
