Can a NPB leave feedback after the dispute is closed?

I opened a dispute last week and am due to close it as there has been no contact what so ever. When I close it I should be credited with the FVF, however, the insertion fees will be lost won't they?
Also, can I leave feedback and what about the NPB, if he/she is able to leave feedback after all this then it's pretty obvious what it'll be.

Hi Moe,
If the buyer has not responded to the dispute then they can't leave you a feedback rating, they cxan leave comments but ebay automatically remove any rating.

Ebay's feedback system is still flawed.
Providing the NPB reposndes during the dispute, even to say they're not paying, they can leave feedback.
Even if they don't respond they can leave neg which will be 'retracted' but the comments remain.
I've just been left a neg by a NPB before I managed to start the dispute as I have to wait seevn days.
She emailed me within hours to ay she had changed her mind, I asked her why had she placed a bid, she got really aggresive and left me a neg.
I'm fuming.
Ebay aslo make money out of NPB because you only get a credit for your listing fee if your item sells the 2nd time around.

Wait. Do I have to relist in order to get my FVF's back? I thought I would just get them back once the dispute is over, I was thinking of re-listing but it won't be like last time, I would change a lot of things round.

You get the FVF's back straight away. You need to relist to get the original listing fees back, but even then only get them if it sells.Murphy's No More Pies Club #209

Ohhhhh OK. Say if Ichange things round from the original auction e.g add pictures, add subtitle, take off bold etc etc. Say if I do all that and my item sell, would I get the listing fees back. Or would I have to relist without changing anything?

You'll get the basic listing fees back but not the bold, extra pictures etc. If you relist then it must start at the same price or lower but other than that I don't think there is any other restrictions.2025 - finally back comping after a stressful house move - send me fairy dust please0
