Is My Electric Company Ripping Me Off?

Hi,
Until recently I have used Powergen for my electric supply but I have now changed to British Gas Discounted. I am on pre-payment meters. I have £15 credit showing on my electricity meter from last time I topped up with Powergen. However, Powergen have sent mey a bill for £76. I phoned them and they reckon that as prices have gone up Engineers have tried and failed to gain access to my electricity meter and I have been charged the wrong amount and I owe them money.
I cannot quite believe this because my electricity meter is outside next to my front door and I've been told they tried visiting 5 times without success over a period of 18 months. I have checked the charge structure on the meter and they are correct as of now, so someone has obviously updated it.
Is this right? I have had no letters or phone calls from them, they say it has dragged on for 18 months and no-one can get access to the meter (which is outside my house next to my front door). You cant miss it and you can even open the lock with your fingers!!
