    It is not legal. County Courts Act 1984.
    Those that do send these 'papers' normally include a phrase such as "This is what we intend to submit" in an attempt to avoid breaching this Act. Those that do this need to answer the question of why they used a copy of the Court form. This then leads to breaches of consumer legislation and still, possibly, the County Courts Act.
