Second Adult Rebate

Earlier this year I received a form asking what adults lived at my property. I was expecting this as my son had just turned 18, but was on JSA at the time. I rang the people who sent the form and they advised that I needed to get a 2nd Adult Rebate form from the council, which I did. At no time was I advised that I only had a month to get the form back to them. I have now received another Council Tax bill asking for two payments of almost £200 each. I rang the Council to advise that my son had only just come off JSA (i.e. yesterday!) and they said that as I had not returned the form within a month of it being issued I would have to pay up. I have managed to get the payments spread over 4 months now which has made it a little easier. Is there any action I can take to get my claim for 2nd Adult Rebate backdated?

Find that hard to believe as the time limits are normally slapped all over the forms you complete. (Well they have been for every LA i have ever worked in.)
Did you not think it was strange that you never heard anything? I dont think you'll get very far with asking for it to be backdated. It sounds like they didnt have all the info with the form anyway or it would have been awarded. They also would have wrote to you to request further info if needed did you not receive any letters? You should have also received a non qualifier letter if this info was not provided:j0 -

Hi Macro - I failed to mention in my original post that I never sent the form back as I was waiting for a further JSA award letter for my son and was unsure as to what they required as identity, proof of address, wages etc. But still my point stands that there is nothing on the form to state that it has to be completed and returned within a month. Also, the Council never advised that I would need to complete this form, it was a Third Party who told me about it.0

Hi Macro - I failed to mention in my original post that I never sent the form back as I was waiting for a further JSA award letter for my son and was unsure as to what they required as identity, proof of address, wages etc. But still my point stands that there is nothing on the form to state that it has to be completed and returned within a month. Also, the Council never advised that I would need to complete this form, it was a Third Party who told me about it.
The forms do state, however, to return them without proof as soon as possible if the proof is not yet available - and the LA are there to ask in person or via the telephone if you have any doubts as to what is required.
The LA would not have needed your son's JSA letter, as they have a direct link with the DWP and could have found the info out with just his NI no.
I would suggest that you apply again if you have not already done so, and request backdating, but there is very little chance that it would be granted.0
