The 3-digit "security code" system wasn't thought through at all.
It's just an extra (rather good I'd say) layer of security. It is abused (like the OP is being asked to do by some donkey company) by many but it's still worth keeping.
It also allows the bank to try and push the blame quicker to a 3rd party which is why they like[d] it so much I assume.
If they letting agency can't confirm your bona fides (ooer) then they have poor administration and I'd be worried about given them the first inital of my name.0
