Credit Card Fright

Hi there, after losing my original holiday to Florida to the demise of Travel City Direct i then rebooked with another travel agent and got the same resort i originally booked 1st time up.
On return to these shores noticed that just under £1000 was taken from my visa account by the owners of the villa in the resort.
After countless phone calls and e-mail to Travel agents, credit card companies and villa owners i did in the end get the funds refunded.
The main bugbear here though is the fact i only gave these people at the resort my credit card for security in case of breakages etc and they without any permission went into my account and took the funds due to them from Travel City for their non payment.
Just wondering if this has happened to anyone else and if this move on the villa owners part is illegal.
Would be very grateful for anyone's input on this.
