    The council here makes it pretty clear this is purely a financial thing and only recently indicated a desire to double the income from parking and ticketing.

    The reasons - Less people coming into the city to shop and the opening/enlargement of two large private car parks. Ho-hum!

    Guess why the shoppers shop out of town. The councils will twig this just as the last shop in town closes.

    The ones round here refer to themselves as "Civil Enforcement Officers".

    I've never seen nor heard of a PCN being served for failing to obey the Highway Code. PCN's tend to be served for contravening a Traffic Order or a statutory prohibition.
