The council here makes it pretty clear this is purely a financial thing and only recently indicated a desire to double the income from parking and ticketing.
The reasons - Less people coming into the city to shop and the opening/enlargement of two large private car parks. Ho-hum!0 -
Guess why the shoppers shop out of town. The councils will twig this just as the last shop in town closes.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I've never seen nor heard of a PCN being served for failing to obey the Highway Code. PCN's tend to be served for contravening a Traffic Order or a statutory prohibition.0
