Residental area parking

There is a private residential area that I know where parking is for residents (and their visitors) by permit. There are clear warning signs all around explaining that if you park without a permit there will be a £60 charge. Think this would need someone with more confidence in their answers to give an authoratitve opinion. Its likely the "driver" would sink any case, but putting "charge" instead of "Penalty" and "Fine" would remove some avenues of escape. Try a post on Pepipoo.com to get an alternative view on the question.
