Foreign Language TV, Audio & Video In Commercial Premises

I always assumed that foreign language programming should not be used in a public area of commercial premises.

Eg A chinese takeaway should not have chinese language programmes on thier shop TV.

If this is true can someone point me in the right direction to the law which stipulates this.
