Laptop miniPCI modem - jacket on or off???

I think I have been a dumbo - again - but just want to check whether the modem's jacket (ie its stuck-on all-over cover) should be on or off! I thought I had fitted it correctly, but the lappy's BIOS would not recognise it. My son then suggested I remove the cover which I did (a little reluctantly, thinking that all sorts of tiny but crucial! bits'n'pieces might come adrift from the board) and hey presto, works great etc. BUT every one I see on eBay ("working pulls") still have their cover on so I am sure that that should have been fine. Perhaps I simply hadn't fitted it properly the first time?
