Timeline query: Council response to PCN query

Hi
I received a PCN on my car from Hounslow Council on 2.7.09. I sent an email to them the same day and received an automated reponse. I phoned them around a month after to ask the progress and was told that it was still being reviewed. I have just received a letter from them deciding not to cancel the ticket. This is dated 21.10.09 which is around 111 days after the event. Your guide says they may take some time to respond to the initial representation but that they have 56 days to respond to the formal appeal. The Civil Enforcement of Parking Contaventions (England) Representations and Appeals Regulations 2007 says 'the enforcement authority shall comply with the request within a reasonable time.' What is reasonable?
