Exchange and completion within a month!

As cash buyers we had an offer accepted on a house in February. At that time we were told the vendors would move to rented. They accepted our offer and their "circumstances changed"!!!! Since then there have been continuous delays and excuses, the vendor has thrown his toys out of his pram twice and needed 48 hrs to decide if he's still in the mood to sell.
Having suffered this rubbish from a totally deceitful !!!!, we found an alternative house where the vendor was also apparently willing to move to rented - or was this EA incentive? Once bitten, twice shy, we've had to savvy up to get what we want and have now exchanged contacts twelve days after the offer was made.
Some advice : make your offer conditional. Impose as many conditions as you like but include the following: (a) acceptance of the offer within 24 hours (as you have alternative properties to consider); (b) inclusion of as many bits and pieces e.g. carpets, curtains, fittings, mowers, washing lines etc etc - be comprehensive but not unreasonable; (c) exchange within 3 weeks; (d) completion no more than two weeks from exchange; (e) no chains involved; (f) personal telephone contact with the vendor; (g) all correspondence between EA's and soliticitors to be faxed and/or emailed - copy to yourselves - to prevent "unavoidable" delays" and other EA tactics.
Also suggest: check with the council how long they take to turnaround searches and check your solicitor goes direct to the council.
Realise that a counter-offer is unavoidable - they are NOT going to accept every condition, so decide which conditions you'll be flexible on. So if you want exchange within say 5 weeks, demand 3. Initial conditions should be more than you expect to get.

The whole process is full of scum, I believe I been lied to by everyone involved in mine.0
