Yes that's correct.The OP purchased a railcard for £25 but the transaction failed. This meant that they were debited £25 and then refunded £25. Presumably they then went ahead with the transaction again and paid another £25 for the railcard.
It is simply that the £25 refund had an effect on the Direct Debit taken.
On a separate note, at stations they can get around the having to refund to a card (for like-for-like replacements), but as its fiddly I let him do it that way.0
