Can a seller offer free p&p then charge you

Found a book i wanted, but the seller has the listing free p&p, but in its write up says not free its £2.75. Can he do this?
if i had known then what i know now

    Nope. Books are now free p&p and the seller should have updated his prices to reflect that.
    Just buy and pay as usual. If the seller asks for more, say no. If he refuses to sell it to you, report him as a non performing seller.
