Whether you decide to go bankrupt or start a new IVA now, it's up to you. Speak to people and find out as much information as you can before making any big decisions - the people on the bankruptcy board are helpful (even if they are a little too cheery about bankruptcy). Speak to an IP who ISN'T the IP you used at Payplan, another company but don't pay any up-front fees - don't lie to them, tell them about the failed IVA.

If you tell Barcalycard about the IVA they were not included in and then try to go Bankrupt or into an IVA with their debt, they may consider that fraud and cause you a bit of bother!
