Parking fine - Disabled/Blue Badge

Hi, I wonder if you can help me out on this one.

On the 1st October I parked on yellow lines where I always park when I take my disabled Grandma into the local town.

Basically, because of one thing and another (stressy day) we forgot to display her Blue Badge. I'd had a gastroscopy in the morning and failed to complete it as it made me gag that much, awful experience (I included the letter about this with my appeal).

I rang the number quoted and the lady said to appeal and send in a copy of her badge, which I did. Today I have received a letter saying ...... we are unable to cancel your penalty charge notice for the following reasons...

The PCN was correctly issued as the blue badge and time clock were not displayed correctly. The onus is on the driver/badge user to ensure that the badge is correctly displayed when parking and as such this charge will stand.

They're saying I have until 03/11/09 to pay £35 and after this date it will go to £70. They said I can continue to contest the charge.

I'm in a quandry as what to do. My partner was made redundant 12th October out of the blue and i'm going to struggle to find £35 but I'd struggle more to find £70.

What are my chances if I appeal. Good or bad? I really can't afford to take any risk of losing but I know ultimately it was my fault for not remembering to put the badge in.

    Speak to the Consultant who ios responsible for you.

    For that and similar procedures you are normally sedated. The usual sedative, however, does not work for some people. The fact that you remember it is possibly significant.

    I say so because a Consultant once explained to me that the sedative generally used is a 'memory drug' i.e. yes it's an awful experience but is usually not remembered afterwards.

    I had the same for a bronchoscopy and raised a very much intended fist at the doc who insisted on persisting despite my completely uncontrollable and involuntary gagging.

    The procedure was repeated using a combination of two sedatives and --- guess what --- easy as pie. Talk to them.

    As for the PCN - more details. You are missing basic stuff like who and what contravention, etc.

    Thanks Neil. I've got quite a bit going on at the mo but will bear that in mind when I feel a bit straighter. No-one understands what it's like unless they've been through it, it was a horrible horrible experience.

    Contravention: 01 Parked in a restricted street during prescribed hours.
