computer not always shutting down

I have a problem with my windows 98se system, it started after changing the power pack recently.
The problem is when i shut down the computer, occasionally will not shut down, the desktop screen goes away and goes onto to the screen that says 'windows is shutting down' but the monitor and drive remain on.
Ive noticed this normally occurs if i close a window (IE FOR example) then quickly attempt to shut down OR if the computer has been on for a few hours and then I attempt to shut down.
Then when I reboot the system manually and wait for the desktop to appear, then shutdown, it shuts down fine
Can anyone give any advice please?

sounds like a "service" isnt shutting down properly and Windows is hanging waiting for it to end.

no, its only after installing a new power pack, all else is the same0 -

I have had exactly the same problem with my 6 yr. old Mesh (Windows ME). Everything goes blank on the screen and it makes the right noises, but I notice half an hour later that the computer is still running and the screen light is showing ON. I have now perfected a shut-down that seems to work. Before shutting down I disconnect from the web, close all open programmes and between each phase of the shut down process I pause for a few seconds, to let the computer catch up!! I really think I was closing down too fast for the poor old thing!"0844 COSTS YOU MORE"0

If you get no joy on support groups the best thing to do it download a free utility to force a shutdown. Not pretty - but effective. [url] http://www.ericphelps.com/shutdown/index.htm [/url] I have used this program and it is easy to use and does what it says.0

This has started with my 98 machine in the last few weeks. I put it down to a bit of sanility affecting it, due to its age.
[I pause for a few seconds, to let the computer catch up!! I really think I was closing down too fast for the poor old thing!]
I shall try to let it catch up,a should not have tried rushing it - sorry.
Anyway new Dell 5150 replacing it this weekend.

Thanks for the replies. This is what i have done
1) Downloaded “Windows 98 Second Edition Shutdown Supplement” patch from the Microsoft website

2) As advised on another forum i emptied a folder called the temp files from c->windows->temp, clear the thing out with the exception of the programs, but it does ask then click no
3) if you have this item go to, start-> run, then type msconfig, then click ok. From here click on the advance button, and then Place a check mark in the box next to "Disable fast shutdown”
Between the first two items, If has shut down perfectly every time so far. I don’t have the third item so it was not relevant, but it may help someone else.
