Do I need a painter/decorator or a plasterer?

I am not sure which tradesmen to get or may be I need both & need some advice. Could post some pics, but have no idea how to do it? I have a chimney breast removed from my bedroom and there is a bare patch where it has been plastered and left. The ceiling is covered with heavy textured wallpaper and I do not seem to have any other option than removing the wallpaper and then replaster and repaint. Will a painter decorator be able to do that job or do I need to get a plasterer? I had an estimate from a guy who was doing work in the street. He asked for £250 cash, £150 is for the plasterer to plaster the ceiling. He said he will remove the wallpaper and prepare the area to be plastered and then repaint afterwards. My reservation is when I asked about miscoat, he told he will apply special paint for bare plaster, leave to dry for 2 hours and then paint over. Does this seem all right? Also when I showed him holes in the ceiling which have been plastered due to recent rewire and asked his advice. He told me to apply a type of bond to seal it, I thought it was supposed to be miscoat. Thanks
