PayPal credit card blocking - can you help???

Hi all
I wonder if this has happened to anyone else and if you can help. It's about PayPal refusing to use a registered user's nominated credit card on the grounds that they are conducting random security checks and it's in the user's best interest not to use his card!
Please bear with me, a tad wordy here . . but has this happened to anyone else and how did you resolve it?
Anyway . . background.. I am a freelancer who has done some work for this user (let's call him Bill) and Bill is trying to pay me via Paypal. I am writing on the Bill's behalf as he is not familiar with forums etc and asked me to find out more info for him.
Bill has successfully paid me once - the first time I did work for him a few weeks ago (I invoice him weekly). He paid the money directly to my PayPal account via entering my email address.
The next time I sent him a money request to his email via Pay Pal. And then it all seems to go wrong. Bill hasn't been able to use his credit card in the same way since. The only way Pay Pal lets him pay me now is to issue an eCheque, ie money can't be sent direct from his Master Card. And e-Cheques take over a week to clear, let alone they charge me, the recipient, £3.50 for the privilige of receiving money into my account by that method!
Anyway in meantime Bill tried to query with PayPal why he couldn't use his credit card to pay me, as he had done so the first time around with no problem. Only to be told via PayPal email/online representative:
"To help provide our customers with the safest online payment service, we here at PayPal review every single transaction that passes through our internal security system before it is approved. This being said we have to sometimes limit funding options. We may even from time to time stop a payment altogether.
Decisions are made taking all parts of the transaction into consideration. It is nothing personal against you or your account, it is purely statistical. This internal security is a totally automated process and there is nobody here at PayPal who can override or stop the transaction".
Bad answer, no real information and bottom line, Bill is still not able to use his credit card to make a payment, as before, and I, the recipient suffer due to lack of funds or get paid via eCheque which takes a riduculous amount of time and which I have to pay a fee for! Every time Bill tries to use his Master Card, it is "greyed out" and the only option available is this eCheque thing.
The real mystery, that is still to be addressed by Pay Pal, is why did his first payment to me go though fine and no problems using Bill's master card, and subsequently it's not working?!
Bill again queries this, only to be told by PayPal:
"Right now you cannot send a payment in the amount and currency selected to the recipient's email address, with your credit card. You may be able to do so later. Please consider using your PayPal account balance to fund your payment or adding another credit card.
Our internal security system takes into account several factors to assess the risk associated with a transaction. This is similar to the way other banks and credit card companies work. We use complex statistical models to identify extraordinary transaction patterns. This does not mean however that either party is acting in a dishonest or fraudulent manner
After reviewing your account, I can see that the credit card that you are trying to use has been denied by Pay Pals internal security program. As mentioned on the previous emails, this is being implemented to all our members for additional security."
This really offers no explanation either! Bill is absolutely 101% of robust financial means and 101% creditworthy individual.
How can we pressure Pay Pal to get his card working and validated again?!! It is driving us both crazy. It is WAY OUT OF ORDER that Pay Pal is blocking this card!
Bill is based abroad and therefore payment needs to be by this card. why are Pay Pal making it so difficult?!
Any similar experiences or hints how we can resolve this???????!!
