Help! PCN Dispute Ealing Council

Hi all. My dad who is a disabled driver and was parked in a disabled bay in a council car park received a pcn recently. Although his badges were displayed on the dashboard, the only part covered slightly was the expiry year but the serial no etc was all visible.

I disputed it online within 14 days and received a message saying that the representations team will contact me by post between 28 to 56 days and that the £50 fine would be frozen until then.

Yet this morning my poor dad received a Notice to owner stating that as it had not been paid the amount outstanding was now £100.

Any advice as to what I should do? Thanks

On the notice to owner, fill in the section labelled "No contravention took place" and state your reasons there. The written form will be more effective than an online one which councils all too easily deny.

Hiya my dad wants to speak to someone face to face so will probably go to council tomorrow and take a copy of my e-mails to them a couple of days after I made the challenge online as I requested proof of them receiving my challenge online but they clearly just ignored those too!
