Drove off before ticket issued N Ireland

My dad got into a bit of a barney with a warden this morning and drove off leaving the warden holding the "ticket".
He had parked on a clear street but half the car was on zig-zags, as he went to a cash machine and was there for no more than a minute! He felt the warden was a bit over zealous and as I said was so angry he drove away before the ticket was issued.
Basically he wants to know after reflecting on the incident that he may miss out on the 50% reduction period as he doesn't have the ticket.
What are his options.
