Item broke after 6 weeks; do I have any rights?

Good morning! I bought a charger for my laptop from ebay around the end of August. A couple of weeks ago (ie about 6 weeks after I received it) it stopped working. It's been well taken care of and shows no obvious damage.
I've e-mailed the seller and he says that the 4 week warranty is up so nothing he can do.
Any suggestions on where I go next, or do I put this down to experience

A two-year guarantee
applies to the sale
of all consumer goods
everywhere in the EU.

obviously you need to weigh up costs v hassle but i would 1st email the seller and ask them as a business seller why they feel they can only give 4 weeks warranty
perhaps with a link or two0
