Parking fine issued by council for driver not owner
Hi,
I received a parking fine over the weekend when parked at a Country Park. It says it is for the driver and it is not in the official yellow packaging. It's just a piece of paper. It has been issued by Kent County Council and not an individual borough. I'm not sure where I stand with this fine, I know that with private companies you are not at liberty to tell them who the driver of the vehicle is but as it is Kent County Council I am quite confused.
Has anybody had this experience or does anybody know where I stand?

Unless you can truthfully state that there was not adequate signage or show the signs were obscured somehow, you need to pay. Somewhere on the ticket, it should tell you how to go about going to Court instead of paying it, so that you can explain your case to magistrates.The mind of the bigot is like the pupil of the eye; the more light you pour upon it, the more it will contract.

It says payment must be received by 5pm on the tenth working day, yet the amount is reduced to £35 if paid within 10 working days.
Have I missed something? Doesn't the PCN have to state within what time the penalty must be paid? If it states the reduced penalty time, then what is the time allowed for payment of the full penalty? Could that be the loophole? The PCN doesn't look that well laid out to me.0 -
