Non Uk PPI ???

Hello all, new kid on the block
Got a barclaycard in 1991 and ticked the box 4 payment protection. Was upgraded over time to a gold and then a platinum card without asking as had a good job and spent money like it was going out of fashion (Stupid I know). Left for Ireland to live in Oct 1999 but kept the card, still payin PPI. Recession hit hard in 2008 and I had to fold my new company with a £39000 debt. Asked Barclaycard to activeate PPI when I had to finally sign on the dole eight weeks ago as I still owed them £5000, but was told that I was not covered for loss of job. Checked the web site out to upgrade last week and noted that PPI is only available for mainland Britain so I could not avail.
Barclaycard have since told me that the are cancelling my card as I am no longer UK res even though they know I left for Ireland ten yeras ago.
So my big questions are these...
Can I claim ten years of PPI back pay whilst I was not covered for living in Ireland, as this would nearly cancel most of the loan.
Can I claim for mis sell of cover because I was paying for cover that I never had.
Can I be chased for an unsecured loan if I live in a different country and have no assets and is living now in rented accomidation.
Thanks for listening and cheers for the advise.
