Vehicle Finance (non-regulated) PPI Advice Please

Hi All,
Now I have started my ongoing claims with various loan and card companies I came across an old payed up loan which I intend claiming PPI back on.
The company involved is Capital Bank PLC whose office is located in Chester.
I took out this loan in 2003 and payed it off early how ever on the top of the documentation is says Vehicle Finance (non-regulated) am I still able to claim the PPI?
Any Advice would be appreciated.
