OP - I agree with the others. Tell the DCA that you never had an account with Eon and that you dispute the debt. Let them proove to you that you owe the money.
In the meantime do you still have a copy of the tennancy agreement? What the landlord suggests about paying the bill is very dodgy and not a standard term. I would be interested to know the precise wording as this could be your get out. However I suspect that the tenancy did not say that you should pay a bill in the landlords name as this would be very unusual, I suspect that the landlord told you to do this but the contract had a standard clause about payment of bills and not switching supplier in the contract.
Were you renting this property while a student? If so did you use the university accomodation list? The university may be able to help you out here.
I'd suggest a letter to your former landlord, saying that you have been contacted by eon and that as he is aware you paid bills in the manner he asked during your time and that you do not accept any further responsibility for any payment to Eon and ask that he contact them and arrange settlement of any outstanding money on the account as you have discharged all your liabilities.0
