Where shall we put our emergeny fund?

I have finally got my husband into the MSE way of thinking and have advised him to put 3k of his savings in and ISA.Can you tell me if the best ISA at the moment where we can withdraw funds if necessary without penalty is with NS&I? I understand that once withdrawn can not be replaced. Just that I am also considering putting our Emergency savings fund as no point of it sitting in a low paying savings acct when I can put some of it in an ISA where it will earn more. Just a thought.Also am I right in thinking that we should search every 6mnths for the best paying ISA and switch if necessary?Thanks for your help.
