PCN issued by CCTV for parking (well, stopping and unloading) on a taxi rank

Hi,
#*^& Ealing Council. I got a PCN issued by CCTV for '45J Parked on a Taxi Rank'. I stopped for a minute to help my passenger unload a bag from the boot then drove off. How can they justify that as parking?
So again I've done a bit of searching and come up short. How do you define parked? I didn't leave the vehicle but can't remember if I turned the engine off.
I'm going to request the footage, and submit an appeal but am unsure on the details. It will be that 'The alleged contravention did not occur', but I need to know how to prove it wasn't parked. Does anyone have experience with this or know the definitions. Getting 2 PCNs in a week is tough to stomach, really need some adivce please!
