PCN from Ealing Council

Hi,
I recently parked on Bond Street near Ealing Broadway on a Sunday. As there were no signs visible and a Sunday I thought it would be ok. Wrong. I got a PCN for parking without a ticket. On further inspection I found a sign stating the times hidden between 2 hanging baskets - cheeky b#stards!
I've looked into this briefly, finding that Appealnow claim it's one of 64 'parking ticket scams' (no. 47) but I havn't seen anyone successfully appeal.
My appeal letter is as follows:
Dear Sir or Madam,
Parking ticket number: ****
Vehicle registration number: ***
I write regarding the parking ticket I received on the *** ******* 2009. I believe that the ticket was wrongly issued and I would like to submit an appeal for the following reason:
The alleged contravention did not occur
I was unable to determine what the relevant parking restrictions were because there was no clear signage to explain what they were. The street was not properly signed as the notice on the road I parked is completely obscured from view by two hanging baskets placed to either side of it. Please see attached evidence, namely photographic evidence of the sign in question as proof of my appeal.
Yours faithfully,

I'd like to know if anyone has appealed on these grounds. What is the law regarding proper signage of streets and does anyone have a link to the document?
Cheers,
