Unauthorised Accident plan payments..

Hi,
Has anyone had any experience of Accident plan insurance payments being taken out a current account when there has been no authorisation to do so.
My partner has just found 2 direct debits coming out of her account one from JD Williams family accident plan for £10.99 and one from Ace insurance for £12.99.
We have had no dealings with these companies and had to aquire contact details for them from our bank.
It turns out that they set up these Direct Debits from bank details held by Premier Man catalogue - which my Partner has an old account with and are somehow in the same group of companies.
They are both cancelled and refunded now but surely they cannot be allowed to do this without signing a direct debit agreement.
Does anyone know the legallity of this type of set up and is it a well known occurance.

Direct Debit mandates no longer have to be signed - the majority of companies can now take verbal authorisation to set them up instead but they should send you a copy of the DD guarntee/ conformation that it has been setup.All posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

Quick update..
Word of warning to anyone recieving accident plan cold calls, especially with ACE EUROPE !!!!
Once they send you a policy scedule (wether you ask for it or not)They automatically take a payment out of your account after 30 days, because after this time if no contact is made then they assume you wish to start a family accident plan.
This is WITHOUT us giving any Direct debit information, all our details were given by another company WITHOUT our permission!!
