Wage Ammendment for social services

Hi my wife worked for social services here in South Wales from 1999-2004 for a departement called "Independent Living."She bumped into an old work collegue the other day and he told her that he and they had been found by law to have been underpaid for a number of years.And so he related how he'd recieved a substantial"wage ammendment" backdated for those years.We've contacted her old payroll dept.They know "nothing about it".Also we contacted an old union rep who seems not to be "too hopeful" about it.Just wondering does anyone know anything about this wage ammendent or where I could find some info etc on it.Have tried the gov website and local council site etc
