it is called windows live messenger 8 and i use it and i love it, although it does not have the features of msn plus(well it does have the option to add a nickname) i am sure it will come out soon for it, i am really happy and think it is loads better than msn, you can sign up and download here http://www.msn.co.uk/messengerbeta/Default.asp?MSPSA=1

You should be able to now - they changed it a few weeks ago

Just download it from that page. If it gives you a warning when you first try to use it, just go back to that page and sign up using Beta users sign in here link at the top right
