new combi boiler not making rads HOT!

hi weve had a new combi boiler fitted a glow worm 30c the chaps coming back on monday but heres the prob beforehand

quick rundown

hot water is piping hot

but the rads are only what Id call warm all the temps are whacked up on boiler and thermostat

you can hear the thing working away makes a clicking noise every thirty secs like a staple gun

the outlet pipe for the rads is piping hot but the return is cold

theres what I think is another outlet pipe going towards upstairs which is not as hot as the thick outlet

Ive bled all the rads and they seem fine

what next
