03** numbers - where is a good place to obtain one?

I would like to buy an 03** number to use for my business and hoping that some of you may know a good place to buy one?
I have an 0845 number which only cost me to buy the actual number and then there was no further charge, but for the 03** numbers, the providers that I've found so far not only charge for the number, but then also charge a monthly fee of between £9.95 and £14.95 which seems rather high and I'm hoping that there are alternatives?

Gradwell.co.uk does call forwarding for £3 + VAT per month or VoIP for £4 + VAT per month - 03 numbers are available according to the website. Costs 1.25p/min to forward to a UK landline. See http://www.gradwell.co.uk/phoneservices/callforwarding
Gradwell seems to be a pretty professional outfit from experience.

Another option: http://www.pennycom.com/03_numbers.html offers no setup charge for the standard numbers and costs from £6 per month including 1000 inclusive minutes of forwarding to a UK landline. I don't have any experience of these people.

PimpMyNumber.co.uk offers 03 numbers for £20 per year, but they don't seem to offer forwarding to a landline - only VoIP or forwarding to a freephone number.
