I opend an NPB dispute on Ebay.
The buyer has not responded and the console states that the FVF credit eligability is "eligable"
What does this mean?

It means you can now close the dispute and get your FVFs back. Make sure when you close it you choose the option that you are not prepared to wait anymore blah blah blah as that gets you your fees back and puts a strike on the buyers account.
