npower standing charge on prepayment meter

I am a befriender for a man in his 70s who cannor read and write
he had a telephone call from npower offering to cut his gas charges so he changed supplier. Now he has found that British gas are cheaper so he has once again changed supplier. He has no received a letter threatening legal action because he owes them £75 standing charge - how is this possible when he is on a prepayment meter - is this legal?

    unsure, but i do have a standing charge on my electric, but they just take it out of my credit each week??

    British Gas doesn't charge any standing charge on their pre-payment gas tariff.
    (you have an option with their PPM electric tariff).

    nPower does have a standing charge on its gas PPM tariff. (about £167 per year)
    Normally this would be collected through the meter.
    Is it possible that the customer hasn't used any gas over the summer, so hasn't credited the meter? The standing charge still accumulates even if the meter is not credited.

    Sound like this guy should be on a social tariff anyway, you should still be able to get a social tariff on a pre pay. I know EDf offer this but I think SSE has the cheapest general social tariff
