Paypal - question re exchange rates

I hope this is the right board for this question. I'm thinking about buying something from a US site. Payment is with Paypal, and can either pay from my paypal account, or have the option to use my credit card without touching my paypal but still done through paypal screens (I think this is designed for those who don't have a paypal account, I did it in the UK a couple of times before I had a Paypal account). My question is, do both choices use the same paypal exchange rate, or would the second one use my card provider's (better) rate. Assuming that they will take UK issued cards on a US site of course.

If your buying from a non ebay site use your credit card as you will have better buyer protection if something happens. The exchange rate they use will be the same0
