Parking attendant admitted I had grounds for appeal

I have just received my NtO from Wychavon council for a overstaying my time in a parking bay on droitwich high street.

Circumstances are I had appointment with bank manager, so parked up in bay round corner at approx 09:15 and went to bank. The manager was running late so got a bit nervous re time so checked with bank staff what was the period for that st ? (most of parking in droitwich is 45 mins) which staff duly informed was the limit on the high street so didn't go out and move the car.

Had meeting rushed round corner just in time to see ticket on my car and Traffic warden doing the one on the car next to me. I explained why I was late and that I had been misinformed by the bank and she agreed that I should appeal and that she would support it.

So I included my letter stating above with the ticket. The appeal was rejected, so I called them and was informed I could make a formal appeal when receiving the NtO

As stated I now have the NtO complete with photo.

Date of alleged offence was 11/09/09 and the letter was posted on 13/10/09 arriving today(14th).

What is the significance of the 28 days thing as the difference between the above dates is more than 28 days ?

Isn't there grounds for appeal if you get back within a few mins of the ticket issuence

Any one had any luck complaining to their bank in similar circumstances?

    Well I think Traffic Wardens are encouraged to say 'yes, why not just appeal' to annoyed motorists because it defuses the situation and gets angry motorists off their back.

    So anything the CEO said can be taken with a pinch of salt, IMHO.

    Your best bet is to scan the front & back of the PCN and the NTO, also if you possibly can, go & get pics of the bays, lines & signs where you parked (or find them on GoogleStreetView - but that's not always up to date).

    The reason is that most successful appeals I have read about on pepipoo.com are where a challenge has been made about the legalities of the paperwork and/or lines and signs. NOT where a motorist has pleaded minor mitigating circumstances (sorry to be blunt, but I think you simply won't win on that alone!).
