Confused about credit rating

I've followed all the advice on here about checking my credit report/score which came back as satisfactory in all areas, nothing at all stands out. i have a full salary each month and have an overdraft, and one credit card, although i don't quite pay it off every month i always make more than the minimum payments.
The only thing i can see which might go against me is the fact that we rent and have moved twice within 2 years. (this was out of our hands after our landlord hadn't paid his mortgage despite us paying £850 each month in rent!!)
i've always made sure we are on the electoral roll and had be relatively stable up until the last 2 years.
i was declined a bank of scotland credit card a few weeks ago but am nervous about applying again. i did the money supermarket test and is suggested i would be declined their top deals, but again the only thing i can see in their suggested reasons is that we rent. any advice?

Do you have a financial association with anyone else?
How much debt do you have in relation to a) your salary, and b) your available credit?
How much available credit do you have (overdraft facilities & credit cards)?
Did BoS give/indicate/infer a reason for declining you? Why not appeal their decision (assuming that's still an option - usually has to be done within a certain timescale), citing the reasons for moving were out of your control?0
