It seems to me that Abbey have chosen to save money by going down this route rather than issuing the convenient lightweight card-readers that other banks provide for security verification.
I have no experience of using Abbey's system but the sort of 'out of band' authentication system it sounds as if they may be using, is generally considered more secure than using a card reader..

There is a significant number who have no mobile coverage or no mobile.
The vast majority can use a card reader if they can be bothered.
I have been in many places where I have internet access but no mobile comms either because there is no coverage or no roaming agreement.
I'm sure there is also a considerable number without mobiles (including me) and those with mobiles but not prepared to give out the number.
If Abbey/Santander are not prepared to accept a landline number that can receive SMS - what earthly reason would they have not to accept this?then sadly I'll have to move my accounts elsewhere.0 -

The mobile phone is IMHO a neater solution- if I am at work or away on a trip I'll have a mobile- I don't carry a pocket calculator size card reader around!
Granted there are some who don't get a mobile signal- perhaps they need to look at that, but I'm surprised if there are many folk that still get no signal.
I too think it outrageous that Abbey are doing this. Maybe a lot of people nowadays carry a mobile phone around with them all the time. When I go out I do carry my mobile but I use online banking only when I am at home where I know my connection is secure. I would not use online banking at an internet cafe where I may have my mobile with me but not my bank card or card reader. On the other hand when I am at home my mobile is often switched off (I have a landline to use) but I would have my bank card and card reader. And if I did not have my bank card at home then I had better start worrying because I should do!
Abbey are now saying you cannot use internet banking unless you have a mobile at your expense and tough if you don't have coverage. Outrageous!0
