From memory it is a conflict between tentative (unclear) wording in the Blue Badge Guide and explicit wording in the Traffic Signs Manual. Although it have been some other DfT publication.
My profuse apologies that I can not be definitive at this time.

I feel confident that some judicial searching on the internet will bring up more details after some effort in refining the search.

I believe that you have been misled by the Parking Manager who has told you second hand, or possibly third hand, what the DfT told him over the phone. He has not produced any facts at all.

I believe we covered all this earlier in the thread, now that I have had time to revisit it.
Have read back of the thread carefully and refer to this.

I would check any local Orders which express time limits, even if such exist they still need authorised signage,

Thing is the parking manager is using DfT statement :-

Badge holders may be exempt from limits on parking times imposed on other users (check local signs for information).

to mean you can only park using a blue badge if the signs say you can and not the other way round as the other council's do. I have looked at the local traffic order and there is no reference to blue badge holders.

  • East Yorkshire Council have signs at both off street and on street parking locations that say BB holders are not exempt from parking charges and restrictions, Cannot remember the exact wording, but the air turns blue when a new visitor with a BB 1st sees them

How does that tally with The Local Authorities’ Traffic Orders (Exemptions for
    Disabled Persons) (England) Regulations 2000

This was defeated by the conservative majority on the council, they voted 29 against and 1 abstention. I wonder how many would claim to be the one who abstained if a disabled voter asked them.

[FONT=&quot]It has taken 18 months of campaigning but finally Trafford Council have been forced to stop issuing tickets and DfT national guidelines have been clarified to stop Trafford and any other council doing this.:j

On-street parking areas where all motorists can park for free but only for a limited time :-

Badge holders may park for as long as they wish unless signs say otherwise. Please check with signs before parking. If there is a time limit please display the blue parking clock which should be set to show the quarter hour period during which you arrived.
