The Gross Value was the notional rental value, then there was a percentage deduction to get the Rateable Value (can't remember what it was - over 30 years since I worked for the DVs). Then the Council set the poundage - eg RV £200, poundage of 60p you'd pay £120. Revaluations increased the GV/RVs, and the poundage dropped so you were only paying 10% more than last year (unless there were Council or General Elections of course...).Was the 'rateable value' not based on the notional value for which you'd be able to rent the property out if you chose to do so? I think it still is for businesses (which still pay rates!)
Water rates were included in the 70s - again, can't remember when they split, but only took a couple of years before the old rates+water were the same as rates only (a bit like the decimalisation con...).0
