    they are all worked out using the old RV,but many moons ago(late 70`s)they were included in the old rates.

    The Gross Value was the notional rental value, then there was a percentage deduction to get the Rateable Value (can't remember what it was - over 30 years since I worked for the DVs). Then the Council set the poundage - eg RV £200, poundage of 60p you'd pay £120. Revaluations increased the GV/RVs, and the poundage dropped so you were only paying 10% more than last year (unless there were Council or General Elections of course...).

    Water rates were included in the 70s - again, can't remember when they split, but only took a couple of years before the old rates+water were the same as rates only (a bit like the decimalisation con...).
