Was the 'rateable value' not based on the notional value for which you'd be able to rent the property out if you chose to do so? I think it still is for businesses (which still pay rates!)
Water rates were included in the 70s - again, can't remember when they split, but only took a couple of years before the old rates+water were the same as rates only (a bit like the decimalisation con...).0
