Help pls, do i need to change heating system i'm on and tariff?

Hi, i've seen and read lots of threads about storage heaters and tariffs but the more i read the more confused i'm getting.
I live in a two bedroom ground floor flat which has 3 storage heaters and a plug in, but only one of the storage heaters work and doesn't seem to heat the room up at all and the whole flat gets very cold in winter. I am on an economy 7 tariff but i work early shifts so am at home from 3pm and use most of my electric from 3pm until about 11pm and the plug heater is in my young daughters room and has to be used a lot during winter from about 7pm ish. Also i can't really use the washing machine at night because of noise.
So i don't know whether to get some new modern storage heaters that might work and stay on the economy tariff or change tariffs because of my usage times and buy some normal panel heaters, i really don't know what would work out cheaper for me as i seem to be getting really high energy bills.
Any info or help would be really appreciated
