Planning Permission & Building Regulations

I recently contact a local architect and asked him to do a plan for planning permission and building regulations.
He asked me to pay him as soon as he submitted the plan for planning permisision, which I did.
I also asked if he had completed the building regulations and he informed me that they are not really important and I can get the building work started without planning regulations and can instruct him later although I'm not too sure if this is allowed and I'm really worried that if I push him too much he may refuse to do them altogether as I have already paid him!
Can anyone advise if the building regulations are required or not..

Ring up your local Planning dept and ask them, I would personally never start a build without building regs approval.0

We can't tell you if building regs approval is required without knowing what work is being done.
Building regs approval can be sought later, but if the work is completed and what they want to see is covered up, you'll have to undo some of the work.

It's worth pointing out that planning permission and building regs are totally different beasts.Sometimes you need the former,sometimes the latter and in most cases,both.When i built my garage for instance,i needed neither because of the size and positioning of it.Your local building control will have a booklet you can pick up.0
