email over quota message

I have twice tried to send an email this morning but it has bouced back with the following message: host 172.22.188.70[172.22.188.70] said: 552
5.2.2 Over quota
What does this mean please and is there anything I can do ensure receipt by recipient.

    Either the recipient has used up all their space on the server (filled their Hotmail account for example or hasn't downloaded their messages in Outlook for example) or you are sending an attachement that's too big.
