Not really a problem for existing customers assuming they have a bank account elsewhere as they can easily shuffle the money out of an existing West Brom BS easy access account and back into the new account. It's a slight inconvenience, but presumably they will gain from being able to open the new account at the West Brom without fiddling around with ID.

Thanks to all who have replied. The reason I asked this question was because a friend went to his local branch to do just what I have described and was refused an account. I was going to do the same but do not want to close the old account and then also be refused. The branch said that two accounts had been closed this week because they had done the same.
