Meter mixup with shop below me - how do I fix this?

I have just written a 5 page complaint letter to Southern Electric on this, so forgive me for the following 'condensed' version still being huge :)

From what I vaguely remember my landlord telling me, my flat and the shop below it used to be one property. When they were separated, new electricity and gas meters were installed. The way the landlord differentiated between the property was by adding "New Flat" onto the address of mine, and either adding nothing or "The Shop" to the address of the shop. Both have the same house number. Here are the problems this seems to have caused:
  • When I moved into the flat, I phoned up and gave Southern Electric my details. The landlord did this at the same time, and somehow the accounts set up by me were the correct electricity supply and the shop's gas supply, and my landlord consequently set up my flat's gas supply (I could tell the landlord had done this as it had my flatmate's name on the bill as well). In the end we got it sorted though.
  • A while back, someone came to read the meters, and while the gas meter's serial number matched his PDA, the electricity didn't. We soon realised he was from eon (we're Southern Electric), and realised he should be at the shop (I didn't take note of the fact the gas meter was the correct serial).
  • In January, the new shopkeeper registered for electricity and gas, which caused her to take over MY gas supply, not hers. In the end, clawed it back
  • Recently, someone came to read the meters; this time wrong gas serial number and correct electricity serial number!

Now for the most part, I have actually been billed for the correct electricity and correct gas meters, as after every problem comes I get on the phone, and after a few weeks everything's back to normal (as in - I'll phone Southern Electric and they'll say my address is associated with the correct meters). However if the shop changes suppliers, they will end up taking my gas along with it. If I try to change suppliers, I have reasonable suspicion that I'll end up taking THEIR gas.

While I've mentioned all this in my letter to Southern Electric, how do I actually verify whether or not the problem is fixed, as clearly SE having the correct addresses and meters paired together seems to be meaningless. Are Southern Electric even the people to fix this, or is it someone higher up (Transco?)?

I really want to fix this once and for all, as when I eventually leave this flat and the new tenants end up taking the wrong supply it's sure to cause even more problems. So any advice is appreciated :)
