I wonder if anyone knows if it is against ebay rules to send out email flyers to past customers that have not added you to favourite sellers? I thought I had heard that it was against policy somewhere, but can't find it now. I get some through. Thanks in advance everyone.

You cannot send unsolicited mail to previous customers unless you have a proper opt in policy which allows them to choose to receive such mailings. You should send the flyer along with your eBay items that they win.
Maybe set up a website and advertise it on the flyer as well.0
